Post Offices Take Most Cards

Tokyo post offices accept most foreign ATM cards and can be found in all Japanese cities. They usually have a couple machines and they are often available after the main post office closes. Look for the red T-shaped sign or ask a Japanese person for the yuubinkyoku.
